Zambian Delegation takes Part to the International Conference of Ombus Institutions for Armed Forces

Zambian Embassy in Germany Supports Engagement to Enhance Protections for Military Personnel

A three-member Zambian delegation, led by Public Protector Caroline Sokoni, participated in the 16th International Conference of Ombuds Institutions for the Armed Forces (16ICOAF), held in Berlin from September 30 to October 2, 2024. The conference, co-hosted by the Geneva Centre for Security Sector Governance (DCAF) and the German Parliamentary Commissioner for the Armed Forces, brought together military Ombuds Institutions and experts from across the globe to discuss the rising pressures faced by armed forces personnel.

The Zambian delegation, which included Director General of Army Legal Services, Colonel Mwizukanji Namwawa, and Chief Investigations Officer Mr. Victor Siulanda, attended the event with a focus on gathering insights to strengthen institutional protections for Zambia’s military personnel. Mrs. Sokoni underscored the importance of international knowledge exchange in addressing the challenges faced by service members. Their involvement demonstrates Zambia’s commitment to ensuring the well-being of its armed forces amidst growing demands.

Before the conference began, the Zambian delegation paid a courtesy visit to Ambassador Winnie Natala Chibesakunda at the Zambian Embassy in Berlin. During the meeting, the group discussed Zambia’s military affairs and potential strategies for improving support systems for service members through enhanced ombuds mechanisms.

The 16ICOAF explored the theme “The Armed Forces Under Pressure: Ombuds Institutions and Duty of Care to Service Members.” Discussions highlighted current challenges, such as rapid technological advancements, recruitment and retention, mental health concerns, and military responses to natural disasters. The sessions emphasized the critical role Ombuds Institutions play in advocating for the rights of service members, ensuring they receive the necessary care and support.

 The conference concluded with the adoption of the 16ICOAF statement, which summarized best practices discussed and set the stage for the next meeting, scheduled to take place in South Africa in autumn 2025.
