Chan Heng Wing

Mr Chan Heng Wing is currently Singapore’s High Commissioner to the People’s Republic of Bangladesh, residing in Singapore. He was born on October 13, 1946, in Singapore and has had an illustrious career in both media and diplomacy.

Mr Chan pursued his higher education at the University of Singapore, where he earned a Bachelor of Arts degree in 1969 and a Master of Arts degree in 1974. He furthered his studies at the Columbia Graduate School of Journalism in New York, obtaining a Master of Science in Journalism in 1974, where he was awarded the Henry N Taylor Award.

Starting his career as a TV journalist in Singapore, Mr Chan garnered several accolades, including the Transtel Prize from Germany in 1977, and was awarded the Public Administration Medal (Silver) by the Singapore Government in 1980.

In 1981, Mr Chan transitioned to the Ministry of Foreign Affairs. At the ministry's headquarters, he served as the Director responsible for the Soviet Union, China, Eastern Europe, and International Organizations (April 1989 to November 1990). He was also seconded to the Ministry of Communications and Information (April 1985 to March 1989) and the Ministry of Information and the Arts (December 1990 to March 1997), where he served as the Press Secretary to then-Prime Minister Goh Chok Tong and as Director of the Media Division.

Mr Chan's diplomatic assignments include his roles as Singapore’s Commissioner to Hong Kong in March 1997, re-designated as Consul-General to Hong Kong and Macau Special Administrative Regions of China from July 1997 to December 2001, Singapore’s Ambassador to Thailand from January 2002 to October 2005, and Consul-General to Shanghai from December 2005 to March 2008.

After retiring from the Civil Service, Mr Chan joined Temasek Holdings as its Chief Representative in China and later returned to Singapore as its Managing Director for International Relations at Temasek International until October 2011.

Currently, Mr Chan serves as an independent director in several companies, including Frasers Centrepoint Ltd, Banyan Tree Holdings, EC World Asset Management Ltd, Fusang Family Office Pte Ltd, and the Fullerton and Fullerton Bay Hotels. He is also a Senior Advisor to the Milken Institute Asia Center.
