H.E. Mr. Ng Teck Hean is an exceptionally brilliant senior technocrat, macro-economic strategist, and veteran career diplomat who sits at the forefront of Singapore's global trade and security diplomacy. He possesses an elite academic pedigree, graduating with a Bachelor of Engineering (First Class Honors) from the National University of Singapore (NUS) and subsequently earning a Master of Public Administration from the prestigious Harvard University Kennedy School of Government.

Entering the Singapore Civil Service via the elite Administrative Service track, Mr. Ng built a formidable multi-decade reputation across both economic planning ministries and the Ministry of Foreign Affairs (MFA). He brought his specialized technical and administrative intellect to the Ministry of Trade and Industry, where he was a key policy architect driving Singapore's external trade expansion strategy.

Within the MFA headquarters in Singapore, he has commanded several of the highest-stakes institutional portfolios, including serving with immense distinction as the Director-General of the China Directorate, navigating highly complex, multi-layered East Asian bilateral dynamics.

His field deployments feature an array of premier diplomatic assignments. He served with high impact as Singapore’s Ambassador to the Socialist Republic of Vietnam (2012–2016), aggressively scaling cross-border industrial and infrastructure initiatives. He was later deployed as Ambassador to the Republic of Chile (2021–2023), simultaneously covering non-resident accreditation to Ecuador, Peru, and Colombia, where he championed high-level trans-Pacific digital economy agreements.

Commissioned by the President to lead the prestigious London mission, he assumed office in mid-2023. His leadership brings an unmatched quantitative, trade-focused, and tech-driven administrative intelligence to the Court of St James's.

History

Bilateral relations between Singapore and the United Kingdom are structurally monumental, fraternal, and profoundly continuous, officially formalized immediately upon Singapore's independence in 1965. Today, the relationship operates under a top-tier alliance framework known as the UK-Singapore "Partnership for the Future." The High Commission operates out of a grand, historic Grade II listed stucco building located at 9 Wilton Crescent in the exclusive diplomatic district of Belgravia.

The High Commission in London operates as a high-powered operational command post for executing advanced digital trade statecraft, maritime shipping regulation, and green finance partnerships between Singapore and Whitehall. Under High Commissioner Ng’s extensive economic and administrative background, a paramount structural mandate of the mission centers on fully operationalizing the landmark UK-Singapore Digital Economy Agreement (UKSDEA). This advanced framework eliminates digital friction and accelerates data mobility, seamlessly linking the financial ecosystems of the City of London with Singapore’s booming technological corridors.

On the defense and geopolitical front, the mission maintains an extraordinary level of synchronization through the Five Power Defence Arrangements (FPDA), working side-by-side with the UK Ministry of Defence to coordinate regional maritime security, joint military drills, and counter-terrorism doctrines in Southeast Asia. Furthermore, reflecting Singapore’s role as a global maritime hub, the High Commission houses a dedicated maritime department that interfaces directly with the International Maritime Organization (IMO) in London.

Concurrently, the mission drives extensive diaspora statecraft—partnering closely with the Singapore Global Network to support the thousands of elite Singaporean scholars, financial professionals, and corporate leaders residing across the British Isles—while its modernized consular section provides highly efficient, digitized passport and immigration services.
