Amb. Bilal Ahmad
H.E. Mr. Bilal Ahmad is a distinguished and highly analytical career diplomat within the Foreign Service of Pakistan. With an exceptional track record spanning over two decades of rigorous diplomatic practice, he assumed his strategic duties in Geneva with an outstanding reputation in multilateral diplomacy, disarmament, and human rights.
Before his ambassadorial appointment to Geneva, Ambassador Ahmad occupied several critical senior portfolios within the Ministry of Foreign Affairs in Islamabad, including serving as the Director-General handling critical multilateral and United Nations divisions. His extensive foreign service career includes vital postings at key global diplomatic hubs, having served previously in Geneva as Deputy Permanent Representative, as well as at Pakistan’s diplomatic missions in New York and Moscow. Holding advanced academic credentials in international relations and law, he is widely recognized within the diplomatic corps for his sharp negotiating skills, strategic acumen, and authoritative command over complex international security and economic governance frameworks.
History
Pakistan’s diplomatic presence in International Geneva is historically massive, highly influential, and structurally proactive, serving as a frontline voice for the Global South, the Organization of Islamic Cooperation (OIC), and developing economies.
The Permanent Mission in Geneva acts as Pakistan's primary engine inside the UN Human Rights Council, the Conference on Disarmament (CD), the World Trade Organization (WTO), and major humanitarian agencies like the UNHCR and IOM. Historically, the mission has been a leading global vanguard in advocating for the right to development, championing the positions of the G77 on technology transfers, and shaping international frameworks on conventional and non-conventional arms control. Under Ambassador Ahmad’s heavyweight leadership, the mission actively prioritizes global climate justice and loss-and-damage financing (critical in the wake of severe climate-induced disasters), drives the OIC's collective positions on human rights and combating Islamophobia, and works closely with trade bodies to ensure fair and equitable market access for developing nations.
