Jean Graff
Ambassador Jean Graff, accredited on 21st September 2017, is a distinguished diplomat whose career spans strategic roles in international relations and economic diplomacy. Born on 24th September 1964, he holds a degree in international law and economics from the University of Luxembourg, complemented by a degree in economics from the University of Nancy in France, specializing in business administration.
Fluent in Luxembourgish, German, French, English, Spanish, and Dutch, Ambassador Graff's linguistic proficiency underscores his ability to engage effectively in diplomatic dialogues across diverse contexts.
Ambassador Graff began his career in 1989 with the Ministry of Foreign Affairs of Luxembourg, where he held various positions within the Department for European Affairs and International Economic Relations. His early diplomatic experience was enriched by his secondment to the Luxembourg Permanent Representation to the European Union in Brussels from 1993 to 1995, during which he played a pivotal role in coordinating the Committee of Permanent Representatives (COREPER).
From 1995 to 2001, Ambassador Graff served as Consul-General of the Grand Duchy of Luxembourg in New York, concurrently chairing the Luxembourg Board of Economic Development (BED). In 2002, he was appointed Ambassador to the Netherlands, further expanding his diplomatic footprint.
From 2002 to 2008, Ambassador Graff served as Permanent Representative to the Organisation for the Prohibition of Chemical Weapons (OPCW), demonstrating his commitment to international security and disarmament efforts.
Returning to Luxembourg, he assumed the role of Head of the Department for European Affairs and International Economic Relations at the Ministry of European Affairs and International Economic Relations from 2008 to 2013. His leadership during this period was marked by a focus on strengthening Luxembourg's position within the European Union and fostering international economic cooperation.
From 2013 to 2017, Ambassador Graff served as Ambassador to the Kingdom of Spain and to the Principality of Andorra, where he continued to advance Luxembourg's diplomatic interests and deepen bilateral relations.
