The Ambassador
Amb. Daovy Vongxay
H.E. Mr. Daovy Vongxay is an elite career diplomat from the Ministry of Foreign Affairs of Laos, recognized internationally for his expertise in multilateral institutions, human rights dialogues, and global disarmament conventions. He assumed his duties as the Permanent Representative in Geneva in early 2025.
Before his ambassadorial appointment, Ambassador Vongxay served as the Director-General of the Department of International Organizations in Vientiane, where he also headed the National SDG Secretariat, overseeing the integration of UN development goals into Laotian national policy. His extensive foreign service record includes a major diplomatic deployment to the United Nations Headquarters in New York as Minister-Counsellor and Deputy Permanent Representative. Throughout his career, he has been a leading national voice in international forums advocating for the rights of Landlocked Developing Countries (LLDCs) and representing Laos in high-level human rights treaty reviews.
History
Laos’s diplomatic architecture in International Geneva is profoundly shaped by its history as a landlocked country and its painful legacy as the most heavily bombed nation per capita in world history, which directly drives its specialized multilateral agenda.
The Permanent Mission in Geneva serves as the country’s frontline platform within the Convention on Cluster Munitions (CCM), the UN Human Rights Council, and the World Trade Organization (WTO). Historically, the mission’s core strategy revolves around two main pillars: advocating for the global ban and clearance of cluster munitions, and securing international technical assistance for trade and healthcare. Under Ambassador Vongxay’s leadership, the mission tightly links its diplomatic output with its unique national development framework, particularly SDG18 (Lives Safe from Unexploded Ordnance), while actively collaborating with the World Health Organization (WHO) and the ILO to transition Laos smoothly out of Least Developed Country (LDC) status.
