Ambassador Mizuuchi Ryuta, born on December 11, 1959, is a distinguished diplomat from Japan, currently serving as the Ambassador Extraordinary and Plenipotentiary of Japan to Austria and Kosovo since November 2022. His extensive career in the Ministry of Foreign Affairs of Japan, which he joined in April 1983, showcases a dedicated service to Japan’s foreign policy and international relations.

Ambassador Mizuuchi graduated from Kyoto University, Faculty of Law, in March 1983, equipping him with a solid foundation in legal and diplomatic studies that guided his subsequent career in the foreign service.

Ambassador Mizuuchi’s career trajectory within the Ministry of Foreign Affairs began shortly after his graduation. His early roles included serving as a Planning Officer for Administrative Reform in the General Affairs Department in February 1999, followed by a pivotal role in the Korean Peninsula Energy Development Organization (KEDO) within the Science and Nuclear Energy Department in April of the same year.

In July 2000, he became the Head of the Non-Proliferation Division in the Foreign Policy Section, a critical position reflecting his expertise in security and non-proliferation issues. In October 2002, he was appointed Head of the First Department at the Intelligence and Analysis Service, indicating his growing role in strategic foreign policy areas.

His overseas postings have been equally illustrious. He was assigned as Counsellor at the Embassy of Japan in Israel in August 2004, and then at the Embassy of Japan in Austria in March 2007, later promoted to Envoy in January 2008. His tenure as Envoy continued in Germany starting July 2009.

In September 2012, he took on the role of Head of the Evaluation Section at the Cabinet Satellite Intelligence Center, demonstrating his proficiency in high-level intelligence analysis. He served as the Consul General of Japan in Düsseldorf starting in September 2015, furthering Japan’s consular mission in Germany.

In a significant leap in his career, he was appointed as the Executive Director for Global Strategy at the Japan Science and Technology Agency (JST) in September 2018, where he oversaw global strategic initiatives before he was appointed Ambassador to Zambia in September 2019.

Since November 2022, Ambassador Mizuuchi has been serving as the Ambassador Extraordinary and Plenipotentiary of Japan to Austria and Kosovo, a role that capitalizes on his extensive experience in diplomacy and international policy.
