Yacouba Cisse
Dr. Yacouba Cisse is currently serving as a member of the United Nations International Law Commission and as a professor of international law at the University of Bouaké in Côte d'Ivoire. In these roles, he contributes to the development and codification of international law while also educating the next generation of legal professionals.
Dr. CISSE is a renowned expert in maritime boundary delimitation and other aspects of the law of the sea, with numerous publications to his credit in this field. His expertise makes him a sought-after consultant on these matters.
His academic background is extensive and international. He holds a bachelor's degree and a master's degree in international public law from the University of Abidjan in Côte d'Ivoire. He further specialized with a master's degree in Maritime Affairs Science and Management from the University of Quebec and a doctorate in law from the University of Ottawa in Canada.
In addition to his academic pursuits, Dr. CISSE is a practicing lawyer, admitted to the Abidjan Bar. He also holds the rank of Ambassador in the Ministry of Foreign Affairs of Côte d'Ivoire, where he previously served as the Director of International Civil Service.
As a member of the UN International Law Commission, Dr. CISSE is part of the Study Group established to address issues related to sea-level rise and its implications for international law. Notably, he serves as the Special Rapporteur on the topic "Prevention and Suppression of Piracy and Armed Robbery at Sea." This topic, which is part of the Commission's long-term program, has received broad support from delegates at the Sixth Committee of the UN General Assembly in New York.
