Ximena Fuentes, DPhil (Oxon). Lawyer (University of Chile). She served as Undersecretary of Foreign Affairs between 2022 and 2023.  Previously, she was National Director of State Borders and Boundaries (DIFROL) at the Chilean Ministry of Foreign Affairs (2015-2022). She was Deputy Minister of the Second Environmental Court of the Republic of Chile (2012-2014).She acted as Agent of the Republic of Chile before the International Court of Justice in the case concerning the Status and Use of the Waters of the Silala (Chile v. Bolivia, 2016-2022). She was appointed by the Government of Chile as a member of the legal team in the case “Obligation to Negotiate Access to the Pacific Ocean” (ICJ, Bolivia v. Chile, 2013-2018) and in the Maritime Dispute (ICJ, Peru v. Chile 2008-2014). She has been part of the legal team in ICSID arbitrations between investors and States: Vieira v. Chile; Quiborax v. Bolivia; and Flughafen Zürich v. Venezuela.Ambassador Fuentes is an Associate Professor of Public International Law at the University of Chile Law School and former President of the Chilean Society of International Law. In January 2024, she taught a winter course at The Hague Academy of International Law. She is a member of the Chilean Association of International Law (ILA).
