H.E. Mr. Luis Plaza Gentina
H.E. Mr. Luis Plaza Gentina is the Permanent Representative of Chile to the United Nations Office and other International Organizations in Geneva. He presented his credentials to H.E. Ms. Tatiana Valovaya, Director-General of the United Nations Office at Geneva, upon assuming his position.
Prior to his appointment to Geneva, Mr. Plaza Gentina served from 2025 as Director of the Division of Science, Energy, Education, Innovation and Astronomy within Chile’s Ministry of Foreign Affairs. A career diplomat with more than 25 years of experience in the Chilean diplomatic service, he previously served as Ambassador of Chile to the Kingdom of Norway from 2021 to 2025. This is his second posting to Geneva, having previously served as Deputy Permanent Representative of Chile to the United Nations Office and other International Organizations in Geneva from 2020 to 2021.
Throughout his diplomatic career, Mr. Plaza Gentina has held positions at Chilean diplomatic missions in Colombia, the United States, Austria, the Russian Federation, and Belgium. Within Chile’s Ministry of Foreign Affairs, he has worked in several areas, including the Directorate of European Affairs, the Office of the Under Secretary of Foreign Affairs, the Directorate of International and Human Security, and the Directorate General of International Economic Affairs.
Mr. Plaza Gentina is a graduate of the Academia Diplomática Andrés Bello of Chile. He holds a Law degree from the University of Valparaíso, Chile, a Master of Laws in International and European Law from the Catholic University of Louvain, Belgium, and a Diploma in Senior Management for Foreign Service Counsellors from the Pontifical Catholic University of Chile.
History
Chile is a founding member of the United Nations, having signed the UN Charter on 26 June 1945 and becoming an original UN Member State on 24 October 1945. Since the creation of the UN, Chile has maintained an active commitment to multilateral diplomacy, with particular emphasis on international law, human rights, democracy, peace and security, sustainable development, and regional cooperation. Chile has played a notable role in shaping international norms, including through its historical support for the rules-based international order and its participation in UN peacekeeping operations.
Chile has held several important positions within the UN system, including serving as an elected member of the UN Security Council five times (most recently for the 2014–2015 term) and participating actively in bodies such as the UN Human Rights Council. The country has been particularly engaged in global discussions on human rights, gender equality, climate change, ocean governance, disarmament, and sustainable development. As a country with one of the world’s longest coastlines and significant Antarctic interests, Chile has also emphasized environmental protection, marine conservation, and scientific cooperation in international forums.
The Permanent Mission of Chile to the United Nations Office and other International Organizations in Geneva represents Chile before Geneva-based UN bodies and international organizations. The Mission plays an important role in Chile’s engagement on human rights, humanitarian affairs, health, labour, trade, intellectual property, disarmament, science, and development, including through participation in organizations such as the UN Human Rights Council, the World Health Organization (WHO), the International Labour Organization (ILO), and the World Trade Organization (WTO).
