H.E. Mr. Tovar Da Silva Nunes
H.E. Mr. Tovar da Silva Nunes has served as the Permanent Representative of Brazil to the United Nations Office and other International Organizations in Geneva since 2021. Upon his arrival during the COVID-19 pandemic, he led Brazil's multilateral engagement on equitable access to vaccines, diagnostics, and treatments in several international negotiations. Representing the Americas, he was elected Vice-Chair of the Bureau of the Intergovernmental Negotiating Body (INB) that concluded negotiations on the WHO Pandemic Agreement, adopted in May 2025. He was subsequently appointed Co-Chair of the Intergovernmental Working Group (IGWG) responsible for negotiating the Annex establishing the Pathogen Access and Benefit-Sharing (PABS) System under the Pandemic Agreement.
Prior to his appointment in Geneva, Ambassador da Silva Nunes served as Brazil's Ambassador to Russia and Uzbekistan (2018–2021) and Ambassador to India and Bhutan (2015–2018). A career diplomat, he joined the Brazilian Foreign Service in 1983 after graduating from the Rio Branco Diplomatic Academy. Throughout his career, he has served in diplomatic postings in Geneva (1988), Quito (1991), London (1997), and Berlin (2006–2011). He also held several senior positions in Brasília, including Chief of Staff to the Minister of Foreign Affairs (2013), Special Adviser and Spokesperson to the Minister of Foreign Affairs (2011), and Chief of Staff to the Minister of Development, Industry and Trade (2001).
Ambassador da Silva Nunes holds a Law degree from the University of São Paulo, a Master's degree in International Political Economy from the London School of Economics and Political Science, and has undertaken academic studies in International Relations at Harvard University and at France's École Nationale d'Administration (ENA).
History
Brazil is a founding member of the United Nations, having signed the UN Charter on 26 June 1945 and becoming an original UN Member State on 24 October 1945. Brazil has long been one of the most influential voices in the multilateral system and is widely recognized for its leadership among developing countries and the Global South. Traditionally, Brazil delivers the first national statement during the annual General Debate of the UN General Assembly, a diplomatic custom dating back to 1947. The country has also served eleven terms as a non-permanent member of the UN Security Council, more than any other Latin American country, and has made significant contributions to UN peacekeeping operations, sustainable development, environmental governance, food security, global health, and South-South cooperation.
The Permanent Mission of Brazil to the United Nations Office and other International Organizations in Geneva represents Brazil before the United Nations Office at Geneva and the numerous international organizations headquartered in the city. The Mission plays a central role in advancing Brazil's positions on human rights, global health, international trade, labour standards, intellectual property, humanitarian affairs, migration, disarmament, and sustainable development. Given Brazil's prominent role in global trade and health diplomacy, the Mission is particularly active in institutions such as the World Trade Organization (WTO), the World Health Organization (WHO), the International Labour Organization (ILO), the World Intellectual Property Organization (WIPO), and the Human Rights Council.
