Romanian Ambassador to United Kingdom Laura Popescu Leads Diplomatic Engagement Marking Appointment of Romania’s Honorary Consul in Northern Ireland
Ambassador strengthens diaspora ties and bilateral cooperation through regional diplomatic outreach

Romania has appointed Mrs. Malina Vîrtejanu as Honorary Consul in County Down, Northern Ireland, marking an important step in enhancing Romania’s diplomatic outreach and consular presence in the United Kingdom. From 25–26 February 2026, Ambassador Laura Popescu, accompanied by Consul General Andreea Berechet and Consul Aurelia Titirez, conducted a series of official meetings with local authorities and members of the Romanian community in Northern Ireland, formally introducing Mrs. Vîrtejanu in her new capacity. The appointment reflects Romania’s broader efforts to strengthen engagement with its diaspora while deepening bilateral cooperation within the Romania–United Kingdom partnership.
During the official presentation of the consular patent, Ambassador Popescu emphasized the vital role honorary consuls play in advancing Romania’s diplomatic, economic, and cultural objectives abroad. She expressed confidence that Mrs. Vîrtejanu would actively promote Romania’s interests and support the rights and welfare of Romanian citizens in Northern Ireland. The Ambassador also acknowledged Mrs. Vîrtejanu’s longstanding community involvement through the Belfast Intercultural Romanian Community (BIRC), alongside Ioana Stoica, highlighting how diaspora initiatives contribute to cultural diplomacy by fostering integration while preserving national identity. On this occasion, several Romanian citizens were awarded the Ambassador’s Diploma in recognition of their sustained contributions to community projects supporting Romanians living in the region.
The official visit included meetings with Northern Ireland representatives, among them Justice Minister Naomi Long, as well as officials from the Department for Communities and the Executive Office at Stormont. Discussions focused on issues affecting the Romanian community, including cooperation to combat hate speech and discrimination, underscoring shared commitments to social inclusion and democratic values within the wider European framework. Ambassador Popescu also visited Queen's University Belfast, where meetings with senior academic leadership explored opportunities for expanding bilateral academic cooperation and research exchange. Engagement with Romanian-origin academics further highlighted the positive contribution of the Romanian scholarly community to the United Kingdom’s academic landscape.
In addition to institutional meetings, the delegation held consultations with members of the Romanian diaspora, facilitating direct dialogue on community needs and priorities. Complementing these efforts, the Consulate General of Romania in Edinburgh organized a travelling consulate in Belfast from 27–28 February, improving access to essential consular services. Such initiatives demonstrate Romania’s commitment to responsive diplomacy by bringing public services closer to citizens abroad while strengthening trust between institutions and diaspora communities.
The appointment of a new Honorary Consul in Northern Ireland represents an important step in consolidating Romania’s diplomatic presence at the regional level and reinforcing connections with its citizens overseas. By combining institutional dialogue, academic cooperation, and community engagement, the visit highlighted how consular diplomacy can serve broader strategic goals—supporting social cohesion, promoting bilateral cooperation, and enhancing Romania’s visibility within the United Kingdom. Over the long term, strengthened local representation is expected to foster deeper cultural, educational, and economic ties while ensuring sustained support for the Romanian community in Northern Ireland.
