H.E. Ms. Larysa Belskaya
H.E. Ms. Larysa Belskaya has served as the Permanent Representative of the Republic of Belarus to the United Nations Office and other International Organizations in Geneva since February 2022, following her appointment by the President of the Republic of Belarus. Born in Minsk in 1963, she graduated from Belarusian State University in 1987 with a Master’s degree in History and Socio-Political Science. After several years of teaching and research experience, she joined the Ministry of Foreign Affairs of Belarus in 1994.
Throughout her diplomatic career, Ms. Belskaya has held several senior positions within the Ministry of Foreign Affairs, including Head of the Secretariat of the MFA (1999–2002), Deputy Head of the Department of Economic Cooperation and Sustainable Development (2016), Head of the General Department for Multilateral Diplomacy (2017–2019), and Head of the Foreign Policy Analysis Division of the General Department of Information and Analysis (2021–2022). She has also served abroad as First Secretary at the Embassy of Belarus to the United States (2004–2008), Counsellor at the Permanent Mission of Belarus to the United Nations (2012–2016), and Minister Counsellor at the Embassy of Belarus in the United Kingdom (2019–2020).
Ms. Belskaya has worked on a wide range of international policy issues, including sustainable development, humanitarian cooperation, gender equality, children’s rights, family policies, human rights, and combating human trafficking. She was elected Vice-Chair of the UN Commission for Social Development at its 51st and 52nd sessions and has participated in numerous multilateral forums. She has also contributed to international development and human rights initiatives in cooperation with UN partners, including the UN Country Team in Belarus, UNDP, UNICEF, IOM, and other UN agencies.
History
Belarus became a member of the United Nations on 24 October 1945 as one of the original members of the organization, as the Belarusian Soviet Socialist Republic was among the Soviet republics that participated in the founding of the UN. Following the independence of Belarus in 1991, the country continued its participation in the United Nations as the Republic of Belarus. Since then, Belarus has engaged in multilateral diplomacy on issues including sustainable development, international security, humanitarian cooperation, human rights, and social development.
The Permanent Mission of the Republic of Belarus to the United Nations Office and other International Organizations in Geneva represents Belarus in Geneva-based UN institutions and international organizations. The Mission works on a broad range of issues addressed within the Geneva multilateral system, including sustainable development, humanitarian affairs, human rights, social policy, gender equality, children’s rights, migration, and other areas of international cooperation. Geneva is an important centre for Belarus’ engagement with organizations such as the UN Human Rights Council, the International Labour Organization (ILO), the World Health Organization (WHO), and other UN bodies and specialized agencies.
