Ambassador Aureliu Ciocoi Addresses Democracy, Peace, and European Integration

A reflection on Moldova’s European aspirations and regional security at the 2025 Forum on Democracy and Peace

The Ambassador of the Republic of Moldova to Germany, Aureliu Ciocoi, delivered a keynote speech at the Forum on Democracy and Peace, hosted by the Institute for Cultural Diplomacy (ICD) in Potsdam in October 2025. The address formed part of the ICD’s ongoing efforts to unite diplomatic voices, academics, and international students in dialogue on global democratic challenges and opportunities.

Ambassador Ciocoi’s intervention centered on the current political trajectory of Moldova, particularly in the wake of the country’s most recent elections. He underscored his government’s unwavering commitment to democratic consolidation, rule of law reforms, and alignment with European standards. With clarity and diplomatic precision, he reaffirmed Moldova’s ambition to progress rapidly on its path toward full membership in the European Union, stating that, should reform processes continue as planned, accession could be achieved “around 2030.”

The ambassador emphasized that Moldova is not merely seeking administrative integration with Europe but is reaffirming what he described as “an inherently European identity.” He noted that Moldova’s cultural, historical, and linguistic ties with the European space have long shaped its social life and political vision. Aligning with the EU, he said, is both a strategic priority and a natural continuation of Moldova’s cultural belonging.

During the address, Ambassador Ciocoi also discussed several sensitive regional issues. He referred explicitly to the Transnistria question, acknowledging its complexity while reiterating that the region forms an integral part of the Republic of Moldova. He stressed that the government remains committed to a peaceful and negotiated solution, one grounded in international law and supported by diplomatic engagement.

The ongoing Russian invasion of Ukraine was likewise a significant point of reflection, given Moldova’s geographical proximity and the conflict’s implications for regional security. Ambassador Ciocoi detailed how the war has reshaped Moldova’s foreign and security priorities, intensified the urgency of EU integration, and reinforced the country’s commitment to democratic resilience and cooperation with its European partners.

In addressing longer-term geopolitical dynamics, the ambassador recalled the EU’s Eastern Partnership initiative (2007–2008), framing it as an important precursor to today’s accession processes and a vital mechanism for supporting democratic transformation across Eastern Europe. He noted that Moldova has benefitted substantially from this framework, which helped build the institutional and civil-society foundations that underpin the country’s current EU bid.

Following the keynote speech, Ambassador Ciocoi engaged in an extended question-and-answer session with master’s students from the Institute for Cultural Diplomacy. Participants—hailing from diverse countries and academic backgrounds—posed questions about democratic transitions, security dilemmas, regional cooperation, and cultural diplomacy. The ambassador responded with an emphasis on the importance of dialogue, mutual understanding, and the responsibility of smaller states in safeguarding democratic norms.

The event reinforced the ICD’s role as a platform for learning and exchange between diplomats and the next generation of global professionals. For the Embassy of Moldova in Berlin, it served as an opportunity to articulate a clear diplomatic message: that Moldova’s future lies firmly within the European family, and that its commitment to peace, democracy, and constructive diplomacy remains unwavering.
