H.E. Mrs. Vasilika Hysi

Ambassador Hysi was appointed Permanent Representative of the Republic of Albania to the United Nations Office and other International Organisations in Geneva in July 2023.

Ms. Hysi was elected member of the Assembly of Albania for three terms from 2009 to 2021 and has been serving as Deputy Speaker of the Assembly of Albania from 2017 to 2021. As a member of the Assembly, she has held several roles: Chair of the Human Rights Sub–committee (2013-2021); Chair of the Legal Affairs, Public Administration and Human Rights Committee (2016); Deputy Chair of the Parliamentary Group “Friends of Children’’ (2013-2021); Member and secretary of the Ad Hoc Committee on the Reform of the Justice System; Member of the Foreign Affairs Committee (2017-2021); and Member of the Legal Affairs, Public Administration and Human Rights Committee (2009-2021).

Prof. Dr. Hysi has been working as full-time lecturer for 23 years at the Department of Criminal Law, Faculty of Law, University of Tirana, Albania, and part-time in the same position from 2009 to 2023. She has contributed to the University of Tirana as Dean of the Faculty of Law (1998-2000) and as Head of Criminal Law Department (1993-1998). She served as a permanent member of the Committee on Economic, Social and Law Affairs at the Academy of Sciences of Albania since 2022 to 2023.

Prof. Dr. Hysi has a long experience as human rights defender and activist. She was elected Executive Director of the Albanian Helsinki Committee, a leading non – profit organisation in Albania in the field of human rights from 2000 to 2009.  Additionally, she has been a member of the European Commission against Discrimination and Intolerance (ECRI) at the Council of Europe from 2003 to July 2023. Prof. Dr. Hysi chaired the Commission on the Execution of Criminal Decisions in Albania from 2022 to July 2023.

Ms. Hysi graduated as a lawyer from the Faculty of Political Science and Juridical Sciences, University of Tirana, Albania in 1985. She holds a Doctorate in Judicial Studies since 1992 and in 2010 received the academic title ‘Professor’ from the University of Tirana.

History

Albania became a member of the United Nations on 14 December 1955, joining the organization alongside a group of newly admitted states. Since its accession, Albania has participated in the UN system and engaged in multilateral diplomacy on issues including peace and security, sustainable development, human rights, and international cooperation. In recent years, Albania has increased its role within UN institutions, serving as an elected non-permanent member of the UN Security Council for the 2022–2023 term and participating in the work of UN bodies, including the Human Rights Council.

The Permanent Mission of the Republic of Albania to the United Nations Office and other International Organizations in Geneva represents Albania in Geneva-based UN bodies and international organizations, including the Human Rights Council and other specialized forums. The Mission is based in Geneva and is headed by H.E. Mrs. Vasilika Hysi, who has served as Permanent Representative since 16 November 2023, according to the UN Office at Geneva’s official directory. The Mission’s work focuses on advancing Albania’s positions in multilateral negotiations and contributing to discussions on human rights, humanitarian affairs, international law, and sustainable development.
