Jorge Arreaza has obtained a Bachelor’s degree in International Studies from the Central University of Venezuela (UCV), with specialization in Social Policy, (Cendes), and a Master in European Studies from the University of Cambridge, United Kingdom.

Between 1993 and 1996, Jorge Arreaza was President of the Student Center of the School of International Studies and member of the Federation of University Centers of the UCV, between 1993 and 1996. Later he assumed the position of Coordinator of the Situation Room of the Venezuelan Parliamentary Group of the Latin American Parliament. In the years 2002-2005 he moderated the opinion program "Open Dialogue" by the State channel, Venezolana de Televisión (VTV). Jorge Arreaza was also a professor at the School of International Studies of the UCV, dictating the European Seminar from 2000 to 2007.

For the years 2005 until 2010, Jorge Alberto Arreaza Montserrat was President of the Gran Mariscal de Ayacucho Foundation (Fundayacucho). Then, between 2009 and 2010, he served as National Coordinator of the Socialist Training System Simón Rodríguez, of the United Socialist Party of Venezuela (Psuv). In 2010 until 2011 Jorge Arreaza functioned as Vice Minister of Scientific and Technological Development of the Ministry of Popular Power for Science, Technology and Intermediate Industries. Furthermore, he serves as Minister of Popular Power for Science, Technology and Innovation during the year 2011 to 2013, and as Executive Vice President of the Bolivarian Republic of Venezuela between 2013 and 2016. Following, Jorge Arreaza assumed the position as Vice President for Social Development and Revolution of the Missions, and Minister of People's Power for University Education, Science and Technology from 2016 to 2017, meanwhile the positions wereheld simultaneously. In the year of 2017, he was appointed Minister of the People's Power of Ecological Mining Development.

Also in the year of 2017, in August, he was appointed as Minister of Popular Power for Foreign Affairs of the Bolivarian Republic of Venezuela.
