Born on November 16, 1947 in the city of Yanguyul, the Republic of Uzbekistan.

Has a higher education, graduated from the Diplomatic Academy of the Ministry of Foreign Affairs of the USSR, holds a Ph. D. in History.

Awarded the State orders “Fidokorona xizmatlari uchun”, “Mehnat shuhrati”, “Do´stlik”, “O´zbekiston belgisi” and “O´zbekiston Respukblikasi mustagilligiga 20 yil”.
