Léonard She Okitundu was born on the 8th of March 1946 in Belgian Congo and has been serving as Minister of State for Foreign Affairs and International Cooperation of the Democratic Republic of the Congo (Kinshasa) since December 2016.

She Okitundu was a lawyer by trade and worked at Caritas Development in Switzerland until 1997 when he returned to the Democratic Republic of the Congo (Kinshasa). In the year 2000 he took a position as Foreign Minister under the administration of Laurent Désiré Kabila. When Laurent Désiré Kabila was assassinated in 2001, his son Joseph Kabila took hold of the presidency. Kabila Jr. kept She Okitundu as Foreign Minister and also appointed him to chief of staff in his new administration until 2003. Since 2003 he has held various positions throughout the government in the Democratic Republic of the Congo (Kinshasa) and now has three titles: Senator of the Congolese Parliament, Vice Prime Minister, and Minister of State for Foreign Affairs and International Cooperation of the Democratic Republic of the Congo (Kinshasa).
